Migration is a central dimension of globalization. It entails major challenges but also major opportunities for countries of origin and countries of destination, as well as migrants themselves. Advances in information and communications technologies and affordable travel allow migrants to be part of life in both their home and host countries.

Pursue an inclusive citizenship policy: encourage naturalization, remove inappropriate barriers to citizenship and acknowledge dual citizenship to foster integration and strengthen democratic participation.

Acquiring citizenship of the host country and the formal rights and responsibilities it entails accelerates integration. There is evidence that naturalization has a positive impact on immigrants’ labor market outcomes and that this effect is strongest for the most disadvantaged immigrants in the labor market. Citizenship also strengthens political participation and democracy in the destination country.

There is thus a strong case for encouraging migrants to naturalize and for making access less restrictive where this is an issue. Where applicable, excessive restrictions with respect to the period of residency required for acquiring citizenship, excessive demands of language proficiency and citizenship tests or undue financial costs of naturalization should be removed.
