Migration is a central dimension of globalization. It entails major challenges but also major opportunities for countries of origin and countries of destination, as well as migrants themselves. Advances in information and communications technologies and affordable travel allow migrants to be part of life in both their home and host countries.

Publicize the positive economic impact of migration and the benefits of cultural diversity and migrant transnationalism to inform and change popular attitudes towards immigration.

In many destination countries, the implementation of policies on migration and the integration of migrants are severely impeded by widespread misconceptions about the consequences of migration. Large parts of the native population (and many politicians too) fail to acknowledge the reality of widespread immigration and the potential benefits of migration for destination countries, for origin countries and for migrants themselves. This is true for the benefits of migration in general and for the benefits of cultural diversity and migrant transnationalism in particular.

To address public misconceptions and mitigate negative popular attitudes towards migration, there should be serious efforts to enhance public knowledge and to launch a broad, evidence-based public debate on these issues. Policy-makers, NGOs, the business community and academia should all contribute to public information and debate.

Information about the benefits and costs of migration in general and of specific migration and integration policies in particular should be based, wherever possible, on verifiable evidence and research findings. But the provision of such evidence is frequently hampered by a lack of data and high-quality quantitative research on the effects of migration and of alternative migration and integration policies. Collection of comparable international data and relevant high-quality research should be fostered.

For low- to medium-skilled migrants, host countries should adopt temporary or circular labor migration programs in sectors with transient or cyclical skill shortages. But they should prevent the exploitation of workers and ensure their return to origin countries after a set period through simple repatriation rules and compulsory saving schemes where payout is contingent on the migrant leaving the host country.
