Proposal - Strategies for Socio-Spatial Articulations

The Challenge

Slums or "favelas" are a distinguishing feature of the world’s "megacities." Caracas, Hong Kong, Manila, Mumbai and Rio de Janeiro would be different places if slums were not part of their landscapes.

  1. One important aspect of contemporary global problems in the big cities is related to the bad conditions of life of a significant part of population, and with the broken city and society, that demands to be articulated. The most important task of “social urbanism” requires the connection of formal and informal parts of the city offering better conditions of life for all citizens (poor and rich sectors) which implies to rearticulate the relations between city, urbanity, landscape and qualified public spaces.
  2. The challenge, in this sense, lies in the elaboration of specific concepts, the application of a methodology for the implementation derived from its previous verification under concrete circumstances, aiming at the alliance of the concept and the city. This requires interventions that result from a specific approach to the complexity of the real, leading to the effectivity of the thought of plurality.
  3. The proposal is to imagine and configurate big attractors (conceited as Contemporary New Interconnected Agoras) in an urban scale, working as passages between the formal and the informal, creating spaces for conviviality, generation of work and income, learning, entertainment and housing.

These multifunctional open spaces, connected by a non-pollutant public transportation system, are meant to act as social catalysts, structuring nodes in which the formal and the informal may be linked, constituting places and promenades in which life pulses.

Since the Favela Bairro Program, PAC, MCMV until the current Morar Carioca, a great experience was built capable of being used in different contexts nowadays. Socio-spatial structuring plans, coordinated by the public power, with participation of projects receivers and with consistency in the coordination of urban, architectonic, environmental and infrastructural aspects, are the path in order to redirect our urban age. The favelas in each country and in each city shows peculiarities and scales that determine the need for a specific approach, grounded on reading the place structure, in the "listening" of demands and multidisciplinary intersection. I think this is the way to work this issue. For the last 30 years we have seen housing policies failing very strongly because they regard only in the housing matter. Like some of the solutions offered by the program "Minha Casa Minha vida" . In lots of cases, those were projects developed far away from the original place were the family lives, from the school of their childs -and don't have any nearby school at all-, from their working places, without a playground and communes support, and without the usual services these families are used to have close of
