In the past decade, advances in communications technologies and the “informatization” of society have converged as never before in human history. This has given rise to the industrialization of a type of crime where the commodity—personal information—moves far too quickly for conventional law enforcement methods to keep pace.

Improve public education systems for all potential internet users about the threat of cybercrime, and teach them ways of detecting potential cyber attackers and protecting themselves.

No matter how effective the cybersecurity measures put in place by software suppliers, governments and law enforcement agencies, it is impossible to remove human error as a major vulnerability. A large proportion of malicious software is designed specifically to exploit internet users’ fear, lack of knowledge or often even simple greed. For example, West African fraudsters have specialized in emails that purport to offer large sums of cash in return for a small upfront investment—which, of course, is never seen again. Sadly, public ignorance of the threats of cybercrime is all too frequent.

The results of research into cybercrime and cyber attackers’ behavior should be integrated into educational materials and courses provided in public education institutions. Raising public awareness of the seriousness of the cybercrime problem should be the first step in a broader education program on how to counter the threat effectively—how to detect and react to cyber attackers, and how to report crimes and losses. As users in emerging countries, particularly India and China, turn to the internet in their many millions, they open up new opportunities for cybercriminals if appropriate education does not take place in advance.
