In principle, solar and wind are more than enough to deliver any amount of energy that the world’s population might need. But these sources are usually best exploited in areas that are far from centers of demand. It is technologically challenging to transport electricity over large distances and even more to store it. As a consequence, electricity markets have tended to develop as regional markets.

Create a supranational grid regulator for the envisaged supranational markets.

Major obstacles on the way towards supranationally integrated electricity grids are differences in national regulations. A first step to overcoming these obstacles is the harmonization of regulatory standards and practices among the national participants of the envisaged, larger markets as well as better cooperation between existing regulators.

In the long term, a regional supranational grid regulator should be the goal. In some parts of the world, such as Europe, the first steps in this direction have already been taken (for example, in the form of the European Network for Transmission System Operators for Electricity, ENTSO-E). One part of the institutional foundations of international grid integration has to be clear-cut dispute-solving mechanisms to remedy business conflicts among players, including both businesses and regulators.
