Water is one of our basic resources, but it is often in short supply not only for human use but also for ecological systems. While in some countries groundwater resources still are abundant and readily available for development, in others depletion due to overdrafting, water-logging, salination as well as pollution cause severe problems.

Put a price on water to promote efficient use and allocation.

Water is rarely valued or priced in terms of its real cost of collection and distribution. Where water is priced to take account of some of these factors, it can help reduce demand and shift its use from lower to higher production systems and increase the efficiency and productivity of water use.

At the same time, access to water needs to be guaranteed for everybody regardless of income levels. A water price might be differentiated for different groups of population to ensure access to water by the poor. The pricing of water should also take account of various nonmarket functions of water, such as ecosystem services and the externalities associated with pollution of water. In addition, the shadow price of water for major river basins should be estimated so that all users appreciate the true cost of water.
