It is becoming increasingly difficult to satisfy the rising global demand for food in a sustainable manner. A number of factors contribute to uncertainty about the world’s ability to meet the food demand of an increasing population: average living standards are rising; land use is shifting from agriculture to urban and industrial uses; the production of nonfood crops for biofuels is on the rise; investments in increasing agricultural productivity are growing slowly; water and arable land are increasingly becoming scarce; and global warming is making it more difficult to produce food in some poor countries. Moreover, the food price crisis of 2008 added fuel to the fire and put food security on top of the policy agenda.

Increase access to index-based insurance systems to enable farmers to manage harvest risks, which are likely to increase as a result of climate change.

Climatic risk is one of the biggest constraints for farmers everywhere in the world. Most developed country farmers have access to yield insurance that protects them from the vagaries of the climate. In contrast, small-scale farmers in developing countries rarely have such insurance and hence they lack incentives to invest in new technologies that may add to the existing climate risks they face. Moreover, climate risk is expected to be increased by climate change.

Index-based micro-insurance schemes provide a powerful tool for dealing with the incentive problems faced by insurance providers, by indexing the payments to objectively monitored rainfall and temperature indices. National governments and the international community should promote the development of index-based insurance systems that can be managed by the private sector to improve incentives for small farmers to invest in modern technologies, including new seeds and fertilizers, and hence increase productivity.
