Climate change poses the serious challenge of carbon dioxide emission reduction. Emission control by developing countries is becoming a key for effective mitigation of climate change, as those countries now account for more than a half of global emissions and are still expanding their energy infrastructure.

Think global, act local.

Much of the world still requires access to appropriate infrastructure to achieve the poverty reduction targets of the Millennium Development Goals. Developing countries must focus on developing infrastructure at the local level, using human resources to build, operate and maintain simple installations with maximum use of local materials. Poorer countries must be allowed to continue to develop their energy sector, whether it is based on black, brown or green energy sources.
