Emission control by developing countries is becoming a key for effective mitigation of climate change, as those countries now account for more than a half of global emissions and are still expanding their energy infrastructure.

Ensure international policy coherence.

Energy subsidies must be removed as they weaken the effects of emissions reduction policies. Given its significance in the world economy, the US must be engaged in international climate agreements. And international organizations in the arena of climate change need to be better linked to other environmental and trade-related issues and have greater empowerment to facilitate and administer a global mitigation and adaptation fund.
