Encourage more evidence-based studies to help policy-makers formulate decisions that will reform and restructure the
educational system.

Educational policy in many countries is still not supported by evidence- based studies but instead relies on ideology and traditions. More research and evaluation of education reforms could help decision-makers to adopt more effective policies and persuade the public to accept them.

Research is particularly needed as regards the effectiveness of different learning methodologies for children and adults, and as regards how to promote critical thinking skills.
