Global competition and the global financial crisis have put additional pressures on education programs around the world—what they should deliver, how they should be delivered and how they should be financed in terms of the relative contributions of the public and private sectors.

There appears to be no common global understanding of an appropriate competency profile, neither for people on a basic educational level nor for more advanced levels. We need to understand, that cultures and traditions as well as status of technology/economic development have a substantial influence on opinions and perceptions on this matter. Language and writing also appear to have a major impact on skills required.

It would be useful to develop a set of internationally agreed and accepted standard competency profiles, which need to be differentiated to receive global acceptance.

Guiding principle for these competency profiles should be the vision for an educational concept, that places self-esteem, self-confidence, respect for humanity and the environment and the ability, to understand your world and proactively shape your own destiny in the centre. Further, minimum proficiency levels for certain basic skills would need to be agreed.

Analysis of status-quo, progress, deviation from target should be made, related metrics need to be developed and should allow for benchmarking, definition of best-in-class and of measures to be taken.

It would be useful, if certain countries under the direction of e.g. OECD would start the exercise with a clear commitment, that no culture would dominate and support would be given for cooperation.
