The backdrop for any discussion of human resource management has to be the scandalously high levels of unemployment among the young people of Europe. Companies are not responsible for macroeconomic and structural policies to promote job creation (not least the need for improved labor market flexibility), but they can still contribute to solutions. For example, the current ‘outsiders’ from the world of work are not just the low skilled. Some have high qualifications and are quite willing to relocate to another country for work: they should be welcomed.
