The last decade has clearly demonstrated that the nature of threats to international security has changed significantly. Structural challenges, such as terrorism, cyber-attacks and nuclear proliferation, have created an entirely new security environment. National states’ monopoly on using force is eroding, state boundaries have lost much of their importance and private actors have become increasingly powerful in international security.

Increase counterterrorism capacities, enhance international cooperation and project marketing and educational strategies into terrorists’ environment.

Fighting terrorism more effectively requires better international intelligence and better counterterrorism structures, based on uniform concepts and definitions and complementary procedures. This will not eliminate terrorism, but, will reduce the probability of terrorist attacks succeeding. Over time, expectations will change for the better.

Education is very important: target populations must be aware of the intention to manipulate them and of the importance of not letting that happen. In democratic countries in the Internet age, control over the flow of information is impossible, but campaigns to strengthen resilience and calm fears are important.

It is vital to engage directly in the terrorists’ environment, making those who might give support to terrorists aware that this is contrary to their best interests. It is also essential to resist the temptation to adopt the principle of an eye for an eye: more sophisticated engagement, focused on hearts and minds, is usually more effective.
